TREE ADVISORY BOARD

~ 55-1. Creation and establishment.
There is hereby
created and established a Tree Advisory Board for the Town of Elsmere which
shall consist of seven (7) members. These seven (7) members will include
volunteer citizens, residents and/or local business owners and will be appointed
by the Mayor with the approval of the Council. Other ad hoc members, including
the Town Manager, may attend meetings and assist the Board but may not vote.
~ 55-2. Terms of office.
The term of the seven
(7) persons to be appointed by Mayor and Council shall be three (3) years,
except that the term of two (2) of the members appointed to the first Board
shall be for only one (1) year and the term of two (2) of the members appointed
to the first Board shall be for two (2) years. If a member leaves the Board
during their term, his or her successor shall serve for the unexpired portion of
the term.
~ 55-3. Compensation.
The members of the
Board shall serve without compensation.
~ 55-4. Duties and responsibilities.
It shall be the
responsibility of the Board to:
A.
Study, investigate and develop a tree ordinance and a written plan for
the care, preservation, pruning, planting, removal or disposition of trees and
shrubs in public areas in Elsmere.
B.
Update and present this plan annually to the Town Council. Upon their
approval, this plan shall constitute the official comprehensive tree plan for
the Town of Elsmere.
C.
Investigate, report and make recommendations on any special matter of
question coming within the scope of its work, at the request of the Town Council
and/or the Town Manager.
~ 55-5. Operation of Board.
The Board shall
choose its own officers, make its own rules and regulations and keep written
documentation of its proceedings. A majority of the members shall be a quorum
for the transaction of Tree Advisory Board business.
