proposed before the Town Council. Upon final adoption, it will be included here
as Article I of this chapter.]

Ratification of Charter
[A resolution ratifying the Charter of the Town of Elsmere and
making certain substantive and specific nonsubstantive changes to the Charter of
the town is presently proposed before the Town Council. Upon final adoption, it
will be included here as Article II of this chapter.]
